Most 403(b) Plans Are Sold, Not Designed

Why an Independent 403(b) TPA?

No Product Affiliations

Truly Independent

We don't sell annuities, mutual funds, or insurance products. Our only revenue is the flat fee you pay us. That means our plan design recommendations are based on what's best for your organization — not on what generates the highest commission.

ERISA & Non-ERISA Expertise

Both Paths

Some 403(b) plans are subject to ERISA, some are not. The compliance requirements differ significantly. We know both frameworks and advise you on which applies to your situation.

Universal Availability Compliance

Critical Requirement

403(b) plans must satisfy universal availability rules — nearly all employees must be given the opportunity to defer. We manage eligibility tracking, notice requirements, and documentation so you stay compliant.

Vendor Coordination

Multi-Vendor Plans

Many 403(b) plans have multiple investment vendors (a legacy of the old insurance-based model). We coordinate across vendors for contribution allocation, compliance testing, and reporting.

FAQ

Common Questions

Does our 403(b) plan need to file a Form 5500?

If your plan is subject to ERISA, yes. Church plans and governmental plans are generally exempt from ERISA and the Form 5500 requirement. We'll determine which applies to your organization.

What is the 15-year catch-up provision?

Employees with 15+ years of service at the same qualified organization may be eligible for an additional $3,000 catch-up contribution per year, up to a $15,000 lifetime maximum. This is in addition to the standard age-50 catch-up. We track eligibility and ensure proper documentation.

Can we move from annuity-based to custodial account-based investments?

Yes. Many organizations are shifting from high-fee annuity products to lower-cost custodial account options. We can help manage the transition, including participant communication and vendor coordination.

Do you work with public schools and governmental entities?

Yes. While governmental 403(b) plans have different compliance requirements than private nonprofit plans, we administer both. We also work with 457(b) plans for governmental employers.
